They are employees of the DHARMA Initiative and Dharma Recruiters.
They are Others, which is why they wanted to claim Claire's unborn baby without having to go to the lengths of getting Claire on the Island.
Yelling "No! No!" signifies that they were almost desperate for a child. One of them is sterile or infertile.
Either Arlene or Joseph is the "Captain Stewart" paged in "Exposé". The last name matches and neither of their occupations were disclosed. This would effectively connect them to every survivor of the crash of Flight 815 whether relevant or not.
