The economist is the unseen employer of Elsa. Sayid was ordered to kill him by Benjamin Linus.
Little is known about the economist, except that he "works in emerging markets." Elsa claims that he is very old fashioned in his business, as evidenced by his use of a pager. She explained that he was an innocent man, but it became clear that he was not (as he hired Elsa to spy on Sayid). According to Sayid, he is also not truly an economist. ("The Economist")
Both the economist and Mr. Avellino were on Ben's list of targets for Sayid.
